According to this paper, "The best way to realize scientifically provable random number generator is to rely on intrinsic randomness of certain simple quantum systems." The most common way of for generating a random number in Quantum Physics is based on a photon passing through a beam splitter.
How a beam splitter works is that a light source emits photons and ensuingly passes through a beam splitter where the photon can take two possible paths. If it ends up in the detector D1 it would be "1" if it ends up in detector D2 then the value is "0".
